§ 2.10.050. Committees.

    The following standing committees of the city council are established, to wit:

    1.

    Streets and alleys;

    2.

    Sidewalks;

    3.

    Sewers;

    4.

    Parks and recreation;

    5.

    Water;

    6.

    Buildings and grounds;

    7.

    Public works;

    8.

    Licenses and insurance;

    9.

    Finance;

    10.

    Personnel.

    B.

    Each standing committee shall consist of three alders, to be appointed by and serve at the pleasure of the mayor, with one member to be designated by the mayor as chair.

    C.

    The mayor shall be an ex officio member of all standing committees.

    D.

    Each standing committee of the council shall exercise general supervision over the affairs of the department of municipal government with which it is concerned; shall ascertain the condition and needs of said department; shall, from time to time, report the same to the mayor and city council so that a full understanding thereof may be had; and, generally, shall do all acts necessary to promote the efficiency of such department.

    E.

    The chair of each standing committee may spend up to two hundred dollars of budgeted funds without prior council approval, in the event he or she may determine that such expenditure is of an emergency nature.

    F.

    The personnel committee shall have coextensive authority with each individual standing committee in making hiring or dismissal recommendations to the mayor.

    G.

    Each standing committee shall, prior to December 31st, report to the finance committee on anticipated needs within its jurisdiction for the ensuing year.

    H.

    The finance committee shall prepare and transmit to the council a draft budget for the upcoming fiscal year on or before the date of the first regularly scheduled February meeting, and shall conclude its final recommended budget and report thereon in writing to the full council not later than the first regularly scheduled meeting in March of each year.
