§ 13.04.010. Department established.

There is established an executive department of this city to be known as the water department of the city, and the city council is authorized to appoint a superintendent of the water department and all other necessary employees, and the superintendent shall have the general management and control of the waterworks system of the city, subject, however, to the supervisions of the city council.
