When a public sewer becomes available, the building's sewer shall be connected to
said sewer within sixty days, and the private sewage disposal system shall be cleaned
of sludge and filled with clean bank-run gravel or dirt; provided, however, that in
the event compliance with this section causes economic hardship to said owner, the
owner may apply to the city council for exemption from this section. An application
for exemption shall state in detail the circumstances which are claimed to cause such
economic hardship. Any exemptions shall only be granted to residential users, and
shall not apply to commercial and industrial users.
