§ 13.04.140. Unauthorized water turnon—Water use—Penalty.

It shall be unlawful, except in an emergency, for any person, not duly authorized, to turn the water on at any fire hydrant or service cock, or use water therefrom when so turned on. The violation of any provision of this section shall be punished as provided in Section 1.16.010. The person so using or wasting water in such unlawful manner shall also be liable to pay for the same, at the then current rates of the city.
